One in three families struggle with diaper need, and the poorest 20
percent of families spend 14 percent of their income on diapers. A lack
of clean diapers can affect the physical well-being of young children,
as well as cause considerable stress for parents and guardians. It can
also prohibit families form accessing child care, since many child care
providers require parents to provide clean diapers for their children.
The Hygiene Assistance for Families of Infants and Toddlers Act (H.R.
4055), recently introduced in the U.S. House of Representatives, will address these needs by creating a demonstration program for
distributing diapers to low-income families. It will allow states the
flexibility in developing and implementing their diaper distribution
program, revealing the best ways to help eligible families access
diapers for their young children.
